Salary range between $90,023 – $101,260 per annum depending on qualifications, skills and experience plus superannuation.
Annual salary increase every year based on CPI.
Salary packaging (up to $15,899 a year, + meal/entertainment benefit of $2,650 a year).
5 weeks annual leave per year + additional leave to cover the Christmas shut down period + 17.5% leave loading

The Role
The Noongar Land Estate Coordinator is responsible for coordinating the assessment, classification, leasing, transfer and on-going management of Noongar Land Estate Land.
The position includes the management of NLE leasing, insurance and local government zoning approvals. The role will require close liaison with the Noongar Boodja Trust and the WKSN AC Cultural Advice Committee. The role will also include liaison with other Noongar groups and families. The Noongar Land Estate Coordinator will work closely with the Department of Planning Lands and Heritage (DPLH) and consult with other Federal, State and local government stakeholders.
The role will require other land related tasks be carried out such as dealing with land related enquiries and working with consultants and other stakeholders to ensure the Noongar Land Estate is managed in accordance with the South West Native Title Settlement agreement, legislative requirements and the strategic objectives of WKSN AC.

The position is based in Albany, Western Australia.

Full time (37.5 hours per week).
About Us
WKSN AC represents the Noongar people of the WKSN region and is responsible for the implementation of the South West Native Title Settlement (Settlement). The WKSN region includes the towns of Boyup Brook, Kojonup, Gnowangerup, Walpole, Denmark, Mt Barker, Cranbrook, Tambellup, Katanning, Jerramungup, Ravensthorpe, Hopetoun, Bremer Bay, and Albany.
One of the cornerstones of the Settlement is the establishment of the Noongar Land Estate (NLE). The NLE comprises 320,000 hectares of land allocated as reserve or freehold tenure for cultural or economic development purposes. The WKSN AC will hold and manage a significant amount of NLE Cultural land that is intended to provide significant opportunities for the Noongar community to achieve sustainable economic, social, and cultural outcomes.
The “on boarding” of the NLE to WKSN AC will occur over the next four years. The WKSN AC Noongar Land Estate Coordinator will work closely with the Noongar Boodja Trust to coordinate the assessment, classification, transfer and leasing of NLE lands to WKSN AC and the wider Noongar community.
Key Responsibilities
1. Land Transfer Coordination
Coordinate the transfer and leasing of Noongar Land Estate properties from the Noongar Boodja Trust to the WKSN AC.
Liaise with relevant State Government agencies and the Noongar Boodja Trustee to facilitate timely land transfers and leasing.
Monitor transfer and leasing schedules and maintain accurate records of all land transfer activities.
Prepare reports and recommendations regarding land transfer and leasing progress.
Ensure all transfer and leasing documentation are complete and appropriately archived.
Seek to resolve any NLE land eligibility disputes with other stakeholders.
2. Community Consultation and Engagement
Undertake consultation with the WKSN AC’s Cultural Advisory Committee (CAC) and Board regarding NLE land classification, proposed land uses, leasing opportunities, and estate management matters.
Help the WKSN Noongar Community, organisations and families achieve sub leases of WKSN AC NLE.
Maintain positive working relationships with other Noongar representative organisations.
Act as the primary contact for public enquiries relating to the NLE.
3. Land Estate Management
Assist in developing and implementing land management strategies for the Noongar Land Estate including the drafting of land management plans.
Maintain the NLE property register and associated GIS and property records.
Ensure WKSN AC meets all NLE statutory land holding obligations.
Coordinate property inspections and condition assessments.
Identify risks affecting land assets and recommend appropriate management actions.
Assist with budgeting and financial reporting relating to land assets.
4. Leasing and Licence Management
Coordinate the negotiation, establishment, renewal, variation, and termination of leases, licences, easements, and other land use agreements.
Liaise with the Noongar Boodja Trustee, insurance brokers, tenants, legal advisers, valuers, surveyors, and government agencies.
Monitor lease compliance and ensure obligations are met by all parties.
Maintain lease registers and critical dates.
5. Insurance Coordination
Coordinate insurance requirements for all Noongar Land Estate properties.
Liaise with insurance brokers and providers regarding policy renewals and claims.
Ensure adequate insurance coverage is maintained across all land assets.
Assist with property risk assessments and mitigation strategies.
6. Stakeholder Management
Develop and maintain effective relationships with external stakeholders regarding NLE matters (i.e. the WKSN AC Noongar Community, state government agencies, the NBT trustee, local governments, consultants, legal representatives, industry etc)
Represent the organisation at meetings and forums as required.

Qualifications
Tertiary qualification or equivalent relevant experience in any of the following fields:
Property management
Land Administration
Statutory Planning
Knowledge
Understanding of Land Administration Act 1997 and associated land administration processes within Western Australia.
Knowledge of land tenure systems and property management.
Knowledge of leasing, insurance, and property management principles.
Experience
Strong experience coordinating land, property, or estate management projects.
Demonstrated experience negotiating leases or land use agreements.
Experience consulting with Aboriginal communities or Traditional Owner organisations.
Experience working with government agencies.
Experience managing multiple projects and competing priorities.
Skills

Experience working with Aboriginal community-controlled organisations, not-for-profits, or land and cultural management programs.
Understanding of Aboriginal cultural governance and community engagement.
Experience consulting with Aboriginal communities or Traditional Owner organisations.
Familiarity with GIS platforms and cadastral mapping
Specific Requirements
National Police Clearance (or ability to obtain).
Current WA Driver’s License.
Occasional travel within the region may be required.
Able to obtain a Working with Children’s Check.
